I have five unused c-panel shared hosting at Namecheap, one unused vps at ovh and another on a shady provider. I have numerous unused domains. Public means it's accessible to everyone. Think of Pinterest or Twitter for example, no one will say that they are private even though their full contents are available only for members. The nature of the registration dictates how the data is viewed, not mere semantic.

Sorry Baboon No.2, it is publicly available since registration is open to public. Things like IP Addresses on the other hand are private since they are not available for the public in any capacity unless declared beforehand by the website (e.g. Wikipedia).
